• Two different records for the same incident, relating to Town of Stonington, Connecticut Police Department 08/16/02 arrest incident of me:
  
  • "Official" arrest identification numbers: Incident# 0211868, Arrest#A0200515, as indicated on Stonington Police Dept - 081602NoticOfRights.
    
  • Arrest identification numbers on that sent by FBI New Haven to FBI HQ on Stonington Police Incident Report:  SPD Incident # 2002000012449, Alternative Reference # I0211868
    
  • Copy of the incident report relating to this arrest was never released to me by either the prosecutor nor Stonington Police, despite my requests to both
    
  • I finally received this falsified record of that incident in FBI FOIPA #0993702-000

  • The fifth charge, referenced below under Evidence of a possible attempt of another false arrest charge by SPD, also appears on Stonington Police Incident # 2002000012449, Alternative Reference # I0211868, a copy of which was also forwarded by FBI New Haven to FBI HQ's in response to FBI HQ's inquiry.  This falsified police record appears to tie to what has been long relayed in emails to the community and on this website:
    

    • Evidence of a possible attempt of another false arrest charge by SPD: 
      Trader Jack's - 2nd false arrest possibly being orchestrated
      Also note the last "incident" "reported," i.e., the reporting that I went into Trader Jack's and then returned to the Stonington Police Station and reported that I'd been harassed there.  The time of this "reported" "call for service" was while I was still at the Stonington Police Station awaiting a taxi to take me back to my car.  (See time recorded in Stonington Police Department's (SPD) "Promise to Appear" document.)  That last "arrest," erroneously recorded under the 19:56 hr incident as a second recording of "offenses" and as "FALSELY REPORTING AN INCIDENT" on Stonington Police Dispatch Press Log, page 4, never really happened.  Although I'd asked, during the signing of the release paperwork, if it would be okay if I went into Trader Jack's, I didn't and, instead, left the area as soon as I was returned to my car.
      
      • SPD later told me to disregard this
        
      • Assistant State Prosecutor, Michael Kennedy, who handled that court case, told me that that fifth charge didn't exist
        
      • I later learned that, at that time, Curioso, who was the Stonington Police Lieutenant who appeared on the scene - late -  appeared to be directing much of the police activities, and who, according to what Stonington Police Lieutenant Stewart later told me, was not supposed to be on duty that night, was also "in charge" of Stonington Police records

• This was one of the incident reports that FBI NH faxed to FBI HQ as back-up detail to justify FBI NH's response to that inquiry, i.e., why they did not investigate Dave's situation.  See the 08/12/03 FBI NH to FBI HQ page for:

• This information was uncovered in the portion of FBI FOIPA #0993702-000, received by me on 09/04/04, that relates to FBI New Haven's (FBI NH) response to FBI Headquarters' (FBI HQ) inquiry regarding my investigation request to FBI New Haven of 05/09/03
  

• That it was Stonington Police who this falsified record to FBI NH is based on the copy of the SPD cover sheet included in FBI FOIPA #0993702-000.
