The following is an updated version of one sent out to about 50 local businesses the last half of April, 2003, as well as a number individuals in the weeks before and after that time.  It is an explanation of "the situation":

Subject: URGENT PUBLIC ACTION NEEDED, v.6

Please understand that the reason such an unusual action as this is being taken is because this is a truly desperate situation pertaining to the local area. It is being sent to you as part of the effort to increase public awareness of a "possible" (see material for why this is phrased in this way) situation that has "possibly" resulted in the heavily camouflaged plight of Dave F, someone very, very dear to me, and "possibly" some of my other friends.

The first option is that those holding them be encouraged to release them immediately or that the community aid in seeing that they are located and safely* released. Otherwise, public outcry is needed to adequately push federal** officials to take IMMEDIATE action on behalf of these possibly four people.

The public also needs to become aware of what I, myself, have learned in the eight months that I have been trying to resolve this. That is that the mechanisms we all thought were in place to protect people against such horrors aren't really there or, if some are, they don't work. Because of this situation, it becomes even easier for "people of low integrity" to get away with this type of thing.

Of the four "possible" victims included here, three men and one woman, one is, I assume a legal, immigrant*** who is originally from Ireland who may be enduring some particularly horrifying atrocities in this. The other three are native born Americans whose families have been in this country for at least a few generations. Of the three Americans, one is a local person whose young daughter lives in the area.

These "possible" victims are people who have possibly been taken into the forced custody of a gang of local people, not necessarily "young hoods," and, in turn, may have been forced into prostitution, in the case of the men, primarily gay prostitution. But services may be to patrons of either sex and the solicitation geared to either homosexual or heterosexual. They are most probably solicited at after hour parties, and/or in services geared to wealthy and/or casino patrons. There is reason to believe that they are also sexually exploited in using them to "liven up" parties, "evenings out", cruises, etc.. It is possible that they are often seen around marinas.

From my association with each of these four people I would say that : All four are bright, hard-working, responsible individuals of very high integrity. None of these people is homosexual. Prior to this possible control, none of them were previously part of a "sex" underworld, in fact, not even promiscuous. None of these four people were drug users, other than possibly "social" drugs, if at all, although they may be heavily drugged now as part of their possible current situation.

They may appear in public, particularly for the purposes of solicitation, but also to try to curb the suspicion of people like myself. When they do appear, there probably is most often someone either with them or in the immediate area who is to make sure the "possible victim" does nothing to disclose his or her possibly actual situation.

It is highly probable that these would not be the only victims so far. The level and amount of cover-up that seem to involve authorities and the level of fear that appears to be permeating the community suggests that they aren't. As long as we allow all that's involved in what may be happening here to continue, it will only expand and snare other victims, especially with the increased demand for them created by the casinos and other marketing venues, as well as the rewards these activities bring. And the longer it would be allowed to continue, the more money would accumulate through the exploitation of these victims and possibly other illicit activities. That money, in turn, can be used to make it even more difficult to "reach" these victims, and allow the people exploiting them to expand their operations, increase the demand for more victims and pay for additional cover-up.

Members of our community need to try to understand the role they may be inadvertently playing in the dynamics that allows such horror to develop, in the first place, right under our noses, and that allows it to continue and grow:

• In not wanting to "air dirty laundry" > >
  • The perpetrators of this situation are hometown people with whom we've worked, socialized, talked at our business, or possibly associated some other way. From an email I sent 02/15/03 - Avoiding the Clutches of Small Favors [modified] :

    The dynamics of a situation we quite possibly have here is not that of a "mob" that moved in from some big city somewhere. Rather, it is an inside job. The players may primarily be people with whom many of us have been acquainted for a long time, perhaps even from high school, perhaps even considered friends, whose integrity, yes, adherence to moral and ethical principles, may just be considerably less than that for which we'd always given them credit ( no, I'm not saying that any of us are perfect! ) And in joining together, sparked by and eventually addicted to more money than they ever dreamed they would have, fueled by a rapidly growing combined markets demand, they went the route of many a small gang: they got into things they never would have thought to do before and never would have had the wherewithal to do individually.

• In being silent > >
  • The perpetrators are taunting me with "Go ahead. Call in the FBI. No one's going to talk. No one's going to tell them anything. They won't find out a thing!" Those who know ANYTHING about these activities need to talk about them, and those who don't know anything about these activities should become aware of them. Keep in mind that those aware of these activities may have been led to believe that the people engaging in these activities are all doing so of their own free will.

• In "going along with things" > >
  • Members of the community need to question why they are being asked to do a "favor" for someone, or being just simply told to do something, along the lines of "just do it." They need to be aware that, especially now, even the slightest "quirky" thing that someone asks or tells them to do may be tied to something very sinister. The situation that is the focus of this communication developed to its current horror because people "went along" with the perpetrators, most probably often not having any idea what was behind that with which they were participating. Most likely, many of these people were then possibly "blackmailed" into continuing to go along with things by having already implicated themselves. Their initial involvement may have been possibly through something even so innocent as being encouraged to do something that they would ordinarily, from time to time, have reason to do in the course of carrying out their legitimate business.

In the course of trying to learn what may be going on, hopefully, people may also, as I did, come to the the realization that there are members of the community who are probably frightened, who may be afraid to talk about certain things, afraid to admit that they've seen, heard, read or thought certain things. Most important, who may be afraid not to do what certain people tell them they must do. Hopefully, they will also realize what effect all this would be having on the possible fate of my friends and other possible current and future victims. They will most probably see that our community is, basically, possibly being terrorized by a "gang" of people doing very, very bad things to other people and, most possibly, coercing others to go along with those activities because those other people may feel that, unless they go along with this "gang", that gang will retaliate by doing the same bad things to them or a loved one of theirs.

Members of the public need to realize that, unless they help in this, there may eventually come a time when they, themselves, "decipher" that their niece or nephew, or son or daughter, or fiancé or spouse - someone very, very dear to them . . . just as in the situation here - has also now become a victim of something like this, and even perhaps now with whom they are not able to associate nor even see, as is this case with me and at least one of the other "possible" victim's loved one, while knowing, or worse, not knowing what danger that person is in nor how much they may be suffering. There may possibly come a time when they may be deciphering many others who have possibly fallen victim to similar situations. But they will have no way to bring any of those victims to safety and "actual" freedom because there are no effective mechanisms in place to do so and there may be so much money and power, building as we speak, supporting these activities.

There is no more time for either "lip service," excuses nor cover-up activities by authorities. The proof's in the PUDDING!! These people are still being held against their will, forcefully prostituted, technically serving as slaves, possibly additionally tortured and enduring additional inhumane conditions, and being terrorized into doing and saying things to help mask their own horrible situation.

Believe it or not, "authorities" may use the situation they've created because they haven't done anything to help in this and, rather, have done so much that actually helps cover it up and protects the perpetrators, as a reason for not doing anything now, that locate and rescue attempt and/or investigation is not a priority because the situation "has gone on for so long".

These are people's lives! Almost nine months have gone by since David was wrenched involuntarily from my life and has been living in utter horror! An email sent out 02/1/03 - I'm a lunatic**** may help in quelling any doubts you may have in believing all of this.

Please help in making the public aware of this situation, and in pressuring officials to take action. If you are willing to do so, and especially if you are willing to do even more to favorably resolve this situation, I thank you.

* There is a chance that there have been bogus "releases" of at least one of these victims so far, in which he has been released to someone who just returned him to those holding and exploiting him. Each of these victims know what I am doing here. To avoid the possibility of a bogus release, I need to be involved in authenticating the validity of their release. This needs to be done in person, especially since, in the past few weeks, there have been attempts made and one actual instance of personal belongings taken from me that could be used to facilitate a "bogus release".

** Because the crimes possibly being committed here are felonies, it is not appropriate for local police to be the ones responsible for this investigation. In addition, the nature and required scope of operations of what is possibly occurring here suggests that local police and officials may have, perhaps inadvertently, possibly somehow unfavorably implicated themselves in this somewhere along the line. Even if this were not the case, the possibility itself would seem to create too much of a "conflict of interest" issue for them to be responsible for an investigation that, in the course of being conducted, may reveal whether or not they have. There are also indications that the local regional FBI office in New Haven should not be used for this matter.

*** In a 3/28/03 article in the New London Day Crackdown on sex trafficking urged, which spoke only of female victims from other countries, the Day writer used some information he received, he told me, from Leslie Wolfe, president of the Center for Women Policy Studies in Washington, D.C.:

"[A] 2000 federal law protects trafficking victims from prosecution and declares that they may be treated as refugees. They may receive non-immigrant "T visas," which allow them to stay in the U.S. for three years and apply for permanent resident status, but the federal Immigration and Naturalization Service has awarded only 23 T visas to date" [emphasis is mine]

From 02/1/03 - I'm a lunatic :

From 04/27/03 - April 27th :

• clarification: local police involvement > >

  No, they shouldn't be responsible for the investigation into charges. But they most definitely should probably be involved in locating and reaching victims and apprehending the perpetrators, in other words, stopping crimes in progress. They are much closer to that, have more information, than authorities farther removed would have. No, for now, they shouldn't be involved in the questioning of these victims - they've already made themselves dysfunctional in that area, as well. And they should never again have contact with MKS without either alerting me about it, possibly even having me be there. F____ PROTOCOL ! ! ! ! ! And forget reason to enter, apprehend, etc., etc.. People are in serious danger, these are their lives!! These "authorities" are soooo selective in which rules they bend!"

From 04/10/03 - Terrified!:

• "Again, this is not any reflection at all on his character, which is actually exceptionally staunch. But what he has had to endure is also exceptionally horrifying. . . . . . . All this effects his cooperation, i.e., the part he can do himself, in getting out of this situation. He most likely will not speak up himself unless he feels it is 100% safe for him to do so. "

And 04/11/03 - more on terrified > the extreme mental anguish :

• "He will be too terrified to talk truthfully even with people he trusts, if there are people there he doesn't trust. These people he doesn't trust may be people who are actually on his side, but, if he doesn't perceive them as such, it doesn't matter. He will still be too terrified to talk truthfully in front of them. Of the four people with whom I've spoke who are either in a similar situation, or at least "under control," his has been the most extreme fear of talking, although we have been able to communicate otherwise.. . . . . I am so afraid of the state of his mind right now. I am so afraid that it will snap and get locked into always thinking that he is in the situation he is now, so that, even once he is set free, he will never know it."

The Coast Guard may also have to get involved in this.

FBI on Color of Law www.fbi.gov/hq/cid/civilrights/color.htm, for example, failing to protect these victims, in failing to provide protection to me upon my release the night of my arrest after I told them that I had been threatened during the stand-off and after the spg member who were there realized that I had called the police. More, of course, but anyone who's familiar with the material on the linked sight here could probably identify QUITE a number of other possibilities. I'm not talking law suit. This is merely an enforcement agency doing it's job.

Previous Attempts to Work Within the Infrastructure:

NOTE:  This is not the extent of infrastructure involvement, but no more detail will be disclosed here, for now.

On 8/16/02, the night of my arrest relating to this situation, I called in two 911 calls of a "possible mob fight" when two spg members rushed at me as I awaited "reinforcements" to arrive to help get Dave safely out of there and away from the spg.   Both Stonington and Groton Police arrived at the scene.  The arresting officer was Stonington Patrolman James Colandrea, but, although I may have heard that he supposedly was not scheduled for duty that night, Stonington Lieutenant Raymond Curioso appeared at the scene as well.  ( I had both of them give me their names and I wrote them down at that time.)   I have heard eyewitnesses give an account of these activities that took place on the street that night in front of the eastern cafe - now if they would only be willing/not be afraid to talk again!

In my attempts to get a copy of the police log for that day, which I finally did get, I was told by that department that Lieutenant Curioso is also in charge of police department records.  Throughout this ordeal, I was requesting an investigation into Dave's situation.

After postponing my scheduled court session for that day, on 8/26 I called to make an appointment to meet with Stonington Police Captain Jerry Desmond. ( Administrative Office: 599-7510, Routine calls: 599-4411)   At that meeting, I again requested an investigation.  When I met with the captain, Stonington Police Sergeant Beebe also sat in on the meeting, although, at one point, despite that I'd requested confidentiality, a number of other officers also came into the office.  It was probably when Stonington Lieutenant James(?) Stewart came into the office.  Desmond left the office and I started to be peppered with questions from a number of individuals.  They asked if I would voluntarily submit to a psychological evaluation and I told them that I would - and did - if that was what it was going to take for them to investigate Dave's situation.

I continued following up with the Stonington Police, working through Lieutenant Stewart.  He really wasn't giving it much priority until, on 9/2, when I finally said to him in a phone conversation, and as said in  2/1/03 email  I'm a lunatic , "Even if you think I'm a raving lunatic, what may be happening is serious and dangerous enough that, even if there is only a 1% chance that it is, you should be looking into it. [ He said he was going to work with Groton police to try to see if Dave could be located, and get back to me.]  So, after spending a few days realizing that they, also, could not locate him, by the end of the week they "somehow" were able to see him and ask him if he was okay, or, at least, that was the story that went around the stations."

On Sunday, 9/15, I got a call from Groton Police Officer Kemple.  One of the things he told me was that [ Sugar Daddy ] gave him copies of a number of my emails.

Waterford Police had been alerted by me from the morning after my arrest when I called them to request extra patrolling on the street.  There were numerous interactions with them regarding this situation after that.

Additional appeals:
That even if they were to decide to investigate, it would probably not be given high priority because it has gone on so long is what was told to me on 3/31 by Maria Kahn, Federal Prosecutor, in US Attorney, Kevin O'Connor's office.  She is the person who directed that the form be sent to me that was then lost twice in the mail.  (ref: 4/13's Bureaucracy & Investigation and 4/21's Crossing the borderline )  I had been directed to her when I called to speak personally with US Attorney, Connecticut District, Kevin O'Connor on 3/31/03.

I had been directed to do so by State Representative Andrea Stillman - Democrat, 38th Assembly District, Waterford and Montville.  She is the one featured in the article Crackdown on Sex Trafficking Urged , New London Day, March 28, 2003.  I spoke with her about Dave's situation at length on 3/31 when she was in Florida visiting her mother.  Since then, three of these emails have been sent to her, the first two with personalized updates of the situation.  I have not received any acknowledgments from her office.  Andrea Stillman <andrea.stillman@po.state.ct.us>

On 4/14/03, I sent an email* to the office of CT Attorney General Richard Blumenthal.  In the follow-up phone call that same day, I was told by Kevin Mullan, Asst. Attorney General (CT) that that office, i.e., the Ct Attorney General's office, doesn't "get involved with that type of thing."  ( He also wouldn't tell me his hometown when I asked him.)  attorney.general@po.state.ct.us

I sent the same email* to US Congressman, Rob Simmons, Second District, Connecticut via his web site, www.house.gov/simmons  and an acknowledgment email was received.  His email goes to DC, so I called there (202-225-2076) and was directed to Legislative Clerk, Lee Hightower.  We spoke at length, also, and I was stressing the sensitivity of the situation (which, by the way, may not be as much of a concern now) and she was going to talk with a Constituent Services Representative in the Norwich Office for guidance on how to handle this.  Someone was to get back to me within a day but no one did.  When I called the Norwich Office (886-0139) this morning to leave a message - I knew it's closed on Saturdays - I learned that the Rep with whom she'd hope to consult is not listed in the automated phone directory.  I've left a message for District Director Jane Dofina [Dauphinais] (886-0139, ext. 12) to return my call personally.     "Representative Rob Simmons" <ct02ima.pub@mail.house.gov>

Obstacles to "Reaching" Him and Possibly the Other Possible Victims:

( Much of what was outlined in 12/12/02 - What We're Up Against:)

Even if he's okay and still in the area:

1. We have no way of communicating with each other. . . .

2. No one has been willing to openly try to facilitate communication between us, and, quite truthfully, we've avoided this in the past because of bogus messages that were sent between us, as well as lies we were told about each other - probably some of the things that made our trust and faith in each other even stronger, knowing that that was all we had to go on in these situations.

3. Communication with and among other members of the community also appears to be heavily restricted due to the possible terrorized state of our locale.

4. I do not know where he is "living"/being kept, if it's the same each night/day.....

5. I don't know what vehicle he is driving, nor if he is finally, even driving at all. Although his van still, last I knew, appears at the boatyard, plates removed, I don't know if he has access to it's use. It was evidently drivable up to the time of his abduction, but others may have used it after that point. And I was never able to safely contact him even there via phone nor even notes, nor he to call or visit me - part of the harassment, threats and fear that began as soon as our friendship began last Spring. He's never been to my house and still may not know how to find it.

6. I also don't know his work places nor times/schedule even if he is working at his legitimate trade, as well, and have been now been forbidden to visit one probable site on the threat of arrest.

7. I have been forbidden by the owners to enter the two establishments where he has been reported to have been seen more often.  NOTE: I was banded from two more establishments, on 5/13/03 and 5/17/03.  In both cases, it was openly admitted to me, at least in so many words, that it was through the "request" of one of the gang members, the same gang member for each of these establishments.  [Added 05/2004: I've since been banned from two additional establishments, bringing the total to six establishments of this tiny area.  One of these "banishments" has been reversed and appears to have been done by someone posing as someone else.  However, it is in a part of town into which it may be riskier for me to venture.]  

8. My appearance at one of the after hour parties is not an option.

9. As an example of how still uncomprehending the police are, I was asked where Dave gets his mail!

10. These victims are being drugged in a way that would make them extremely docile and "cooperative."   NOTE:  Eventually, the behavior observed of victims, as well as others being coerced by this gang, led to the belief that truth serum is often used for interrogation, direct control and to aid in transporting of victims.

Some of the additional conditions preventing Dave and other victims from escaping:

1. They are prevented from having money that may help them escape.

2. Most likely that any evidence of their personal identification has been taken from them.

3. As outlined in 4/10's Terrified! and 4/11's more on terrified > the extreme mental anguish: What he has endured is so horrifying that it effects his cooperation, i.e., the part he can do himself, in getting out of this situation. He most likely will not speak up himself unless he feels it is 100% safe for him to do so. He will be too terrified to talk truthfully even with people he trusts, if there are people there he doesn't trust. These people he doesn't trust may be people who are actually on his side, but, if he doesn't perceive them as such, it doesn't matter. He will still be too terrified to talk truthfully in front of them. The other victims may now be just as terrified.

4. From the letter faxed to a selectman on 10/29/02: ". . . members of the police department engaged in behavior that would actually prevent a victim from trusting them enough to seek their assistance. It would also tend to frighten or discourage community members from trying to come to any victim's aid. Some of it also prevents or drastically reduces the chance of any future help reaching the possible victim."

5. After my experiences with the infrastructure, I have the same fears/distrust.

6. The people "possibly" holding him are possibly now increasing their masking of his actual situation by having him on a more "routine" schedule - although not anywhere in a way in which he and I may easily come in contact with each other. He would possibly be "cooperating in exchange" for not being subjected to harsher/more inhumane treatment. From 05/01/03 - What's HIS frustration level? [modified] :

"Yes, he must have been "broken in" i.e., through the horror he's been  undergoing, they've finally "convinced" him that he better just cooperate with them, in fact enough so that there doesn't even have to be a guard on him all the time, particularly in the sightings they realize they have to allow to counteract the reaction to the BIG STINK 'that crazy person" is making. (BTW - what if the authorities sent undercover agents in and the only thing they heard about Dave is what they've heard I've been saying and that, perhaps that person doesn't know me or hasn't been around me enough to say, but that people who DO know me say that I'm crazy, in fact they tell me to my face in front of other people! This is just yet another way that people "going along with things" jeopardizes the welfare of these victims. ) "
