Calling 911:

Police Help Needed!!

This page has been set up to help facilitate coordination of anti-slavery and other crime fighting efforts with various components of law enforcement and the rest of the established infrastructure.

"As a result of all of this, members of the community have come to the realization that calling 911 for something like this won’t work.  Because of this, threats of abduction carry even more weight in getting cooperation in gang activities, including preventing investigation. . . . "  ( from 08/30/03 - Word got out (1-2-3) [modified])

also see 09/09/04 - Please understand: THIS IS NOT JUST ABOUT DAVE!!!

Appearances are that U.S. law enforcement and other authorities have been notoriously and arrogantly uncooperative in efforts to fight U.S. slavery and the perpetrators of these heinous crimes.  In the course of SNEASC efforts, factors have been uncovered that may be contributing to that illusion.  Every effort will be made here to encourage and help agencies work together to bring this horrible situation to a quick resolution, help other possible victims, and help prevent further possible crimes of this nature.

SUPPORT AND PROTECTION OF VICTIMS WHO GIVE EVIDENCE

Authorities have let the opportunity to free David slip through their fingers a number of times when, by admission of both the people holding David and by the admission of at least one member of law enforcement, as well as the complaint by David to me in November 2002, the people holding David have had him appear before law enforcement and, in the presence of those holding him, HAD David say to those authorities that he is safe and free.  This is a clear example of a lack of "support and protection of victims who give evidence"  (ref: Trafficking in Human Beings on a web site of the United Nations Office on Drugs and Crime)

  • Police need to understand the importance of not questioning a suspected victim in the presence of other people and/or in a location that may be somehow under the control of those holding him.

  • Even if a victim were to trust someone, even a law enforcer, that victim most likely will not admit the actual situation unless he is absolutely sure that he will not be turned back over to those holding him, nor to a situation in which he may easily fall back into their hands.

  • Questions need to be phrased in a way that keeps in mind that Sodium Pentothal may have been used on the victim or that he may be aware that it may still be administered to him later by his captors, depending on, or possibly even regardless, of the outcome of the interview with authorities.

  • Police and other emergency personnel need to be alert to signs of a possible trafficking situation and should possibly use those as justification for further questioning, possibly even holding the person in custody as protection. These may include:

    • No proof of identification or someone else “holding” it for him

    • Unwillingness to, or prevention of, receiving medical treatment

    • Someone trying to prevent the possible victim from being questioned alone

    • Evidence of possibly unreasonable control over the possible victim, such as someone telling him what he may or may not do, possibly even speaking for him

See 09/06/02 SPD trafficking inquest for the "investigation" that was, instead, conducted of David's "possible" situation.

Alert to Law Enforcement in SE CT

Those of us community members in SE CT who are trying to fight the growing abduction and sex slavery problem in our area desperately need your help. In our area, many of the victims are U.S. nationals, local people, who have been taken under the control of traffickers here, in our local area. Please learn to identify such victims. They desperately need help in rescue.

Please see, for example, some of the information that is available to you on web sites such as this:

Additional material relating to efforts needed in this include the following:

Please spider this out to other members of law enforcement, particularly those in our area. This is the fastest growing and most lucrative crime in the world and in the U.S. and the U.S. appears to be far behind other countries in it's capability to deal with this nightmare.

After Hours Parties Flyer

Although I didn't remember having it until the following week, the above was given to me on either the night of Tuesday, 8/6/02, which was the night of the "initiating assault", or on Wednesday 8/7/02, which was the night before My Kindred's Spirit's abduction of 8/8/02.  The night of his abduction was also the night I learned of Tuesday night's assault and the night the queen bee, in a very amused way,  let both my Kindred Spirit and I know who had carried out that assault.

(Note: The restaurant named on this flyer was no longer in business by this time.  A similar situation was reported of another suspected human trafficking/after-hours party location later that same year.)

Coordination with established infrastructure

Police departments and other agencies are asked to

  • Educate and increase staff awareness to, not only the prevalence of human trafficking, but to local domestic terrorist activities that may be going on under their very noses, perhaps even among their co-workers

    • Domestic Terrorism GO

  • Develop or restructure department protocol and practices to effectively accommodate community coalition activities so that the department can become a vital part of them

    • Coalition Activities GO

  • Learn how shenanigans you may be tolerating may be causing your department to be part of the problem, rather than part of the solution

    • Factors, Gaps & Other Impediments GO

Suggestions and Feedback

To promote the timely effectiveness of all efforts being made in resolving this situation, police departments and other agencies are encouraged to submit any additional suggestions, feedback and/or information they may have regarding this situation that we may need to have to better coordinate efforts.  Please include the name and rank, contact phone number, days and hours available to be contacted, if needed, name and address of agency.  Submit to marianne-lbrqu@att.net
