In addition, less than a handful of these entities responded in writing, and those who did not, but who were asked to provide a written response, either said that they would but didn't or outright refused to so do in writing. Also,

On 11/5/03, Groton Detective Graves told me that he had been instructed by Detective Lieutenant Illinger to relay to me that “It does not warrant investigation.” Follow-up phone calls later that day indicate that Illinger is refusing to put that in writing.
